ETF's and Mining Stocks

Got a question about precious metals. I have been reading about ETF's and how they may not really be holding what they are reporting and causing a manipulation of the market. Whether or not thats true I have no clue. Never the less I do poze the question: Are mining stocks a good investment if the price of Gold/Silver go up? Or are they not affected buy movements in the price of Gold/Silver? And if they are not what kind of stocks are?
