Down 20% on lower guidance. Looks like a nice bottom play.

TETRA TECH, INC.(TTEK) : Janney upgrades TTEK to buy from neutral.
JANNEY UPGRADES TETRA TECH (TTEK) TO BUY FROM NEUTRAL(TTEK) : Analyst Debra Coy tells salesforce TTEK's share price has weakened since Jan. announcement FY 10 (Sep) EPS would be below ests due to project delays. Thought stock would settle into mid-$20s while investors awaited more positive news; but, it has settled closer to $20, thinks it oversold. While a period in penalty box is expected for growth stock that stumbles, thinks co. preparing to get back out on the ice. Says fickle wind biz more active, recent design, consulting wins suggest more substantial project work is in pipeline. Has $26 tgt./Morrow
