RICHMOND, Va. (AP) -- Star Scientific Inc., which sells tobacco products that dissolve in the consumer's mouth, is asking the Food and Drug Administration to certify them as less harmful than other forms of tobacco.
Star Scientific said Monday it asked the FDA Friday to approve its wintergreen-flavored dissolvable tobacco lozenges called Ariva-BDL as a "modified risk" product under the 2009 law that gave the FDA authority over tobacco.
The Glen Allen, Va., company said the lozenges contain "below detectable levels" of certain cancer-causing chemicals found in tobacco and its smoke. The letters BDL in the product's name refer to the regulatory term.
The tablets contain tobacco's most addictive component, nicotine.
Star Scientific has sold varieties of smokeless dissolvable tobacco products since 2001 under the Ariva and Stonewall brands. It said the product would be marketed to adult smokers as "a useful alternative -- with greatly reduced toxin levels."
Tobacco companies are focusing on cigars, snuff, chewing tobacco and other cigarette alternatives for growth as demand for cigarettes continue to decline.
The FDA this month asked Star Scientific and Reynolds American Inc. to produce research and marketing information about dissolvable tobacco products, saying they could be particularly appealing to kids and young adults.
The FDA's Center for Tobacco Products has not yet solidified its guidelines for the application and approval process for "modified risk" products. Draft guidelines suggest the FDA could take nearly a year to review an application.

THIS IS AN EARLY HEADS-UP―A more comprehensive report to follow.
Yesterday, (CIGX) was up 20% on 13,752,300 shares. Average volume over the last three months is 1,850,000 shares. I bought shares in the run-up yesterday and started my position last Friday. I'm not done buying yet.
The stock is extended technically, rocketing out of a long base that goes back to June 2009, but it's sailing through a trading void and won't need any substantial resistance until it gets to about $4.50 to $5. I know some traders who think the stock could go do $50.00. Holy cow, what's the story?
There are several moving parts/drivers to the story, but the short version is that there may be a treatment for Alzheimer's disease in there somewhere.
(CIG X) makes products to help people stop smoking. You may know that tobacco has some beneficial effect for Parkinson's disease. Register that. Not much on the surface right? But get a load of the insider buying. The CEO recently by 2.3 million shares for $2.7 million. One of the large institutions that owns the stock also bought another 1.7 million shares at a $1.14. The fund, Tradewinds Master Fund now owns over 16% of the stock because of SEC statutes can't sell those shares for at least six months.
Now the juicy part of the story: Dr. Michael Mullen is the biomedical researcher who more than a decade ago along with Dr. Fiona Crawford were key members of a pioneering team of scientists who discovered that the onset of Alzheimer’s was directly related to the accumulation of a protein called ß-amyloid. Drs. Mullen and Crawford are from the Roskamp Institute in Sarasota, Florida. Now then, here's the "tell" that is seemingly driving much of the story; Robert Roskamp recently bought 769,000 shares in the rights/warrants to buy another million shares for a $1.50. It's thought that the Institute may have done some research on the beneficial effects of one of (CIG X)'s products on Alzheimer's? Think about it.
The Alzheimer's market is gigantic and any new treatment, especially if it's successful would be met with incredible acceptance. Current drugs are only mildly effective in the early stages of the disease.
Crucially, (CIGX)’s product line are all over-the-counter, nonprescription Nutraceuticals, so if indeed one of the company’s products is effective it would not need any FDA approval.
There's a certain amount of interpolation needed here, but when you connect the dots it appears that something big is about to break. With a market cap of only $245 million one can only imagine how high shares could go if the "maybes" come to fruition. Obviously, there are many believers out there who are jumping into the story en masse.
There's a lot more to this story that I'll get into in a further report.
